By virtue of Section 110 of The Electricity Act, 2003 (Central Act 36 of 2003) (hither after referred as the Act), an Appellate Tribunal for Electricity having jurisdiction throughout India has been set up to hear appeals or original petitions against the orders of the Adjudicating officer or The Central Regulatory Commission or State Regulatory Commission or Joint Commission constituted under Section 76(i) or 82 or 83 of the Act. The Tribunal is conferred with original jurisdiction to hear petitions under Section 121 of the Act and issue directions to any Appropriate Commission for the performance of its statutory functions. This Tribunal has been established by the Ministry of Power, Govt. of India w.e.f. 7th April, 2004 notified vide S.O. 478 (E). This Tribunal shall ordinarily sit at Delhi.

The Appellate Tribunal shall consist of a Chairperson and three other Members. Every Bench constituted by the Chairperson shall consist of at least one Judicial Member and one Technical Member.

The first Chairperson of the Tribunal, Hon’ble Mr. Justice Anil Dev Singh assumed office on 13th May, 2005. The three other Members of the Tribunal are Hon’ble Mr. Justice E. Padmanabhan, Judicial Member, Hon’ble Mr. A.A. Khan,Technical Member and Hon'ble Mr. H.L. Bajaj, Technical Member.The Members also assumed office on 13th May 2005. The Appellate Tribunal commenced functioning and hearing Appeals etc. from 21st July, 2005 as per notification issued by Ministry of Power on 19.07.2005.

 The Hon'ble Mr.Justice E.Padamanabhan, Judicial Member, demitted office on the afternoon of 13.12.2006 .The Hon'ble Mr. Justice Anil Dev Singh ,Chairperson , Hon'ble Mr.A.A.Khan, Technical Member and Hon'ble Mr.H.L.Bajaj,Technical Member, demitted office on the afternoon of 12.05.2008.

Hon'ble Mrs. Justice Manju Goel has assumed office as Judicial Member on 25.01. 2007. Hon'ble Mr. Mahesh B.Lal, assumed office as Technical Member (P&NG) on 30.07.2007

On 28.08.2009 Hon'ble Mr. A.A. Khan and Hon'ble Mr.H.L.Bajaj have assumed office as Technical Members for the second term.

The Hon'ble Mr. Justice M .Karpaga.Vinayagam has assumed office as the Chair Person of the Appellant Tribunal for Electricity on the Forenoon of 14th November 2008.

Hon'ble Mr. A.A. Khan, Technical Member has demitted office on the afternoon of 6.8.2009 on attaining the age of superannuation.

Hon'ble Mrs. Justice. Manju Goel,Judicial Member has demitted office on the afternoon of 3.1.2010 on attaining the age of superannuation.

Hon'ble Mr. Rakesh Nath has assumed office as Technical Member of the Appellant Tribunal for Electricity on the forenoon of 03.03.2010.

Hon'ble Mr. Justice Partha Sakha Datta has assumed office as Judicial Member of the Appellant Tribunal for Electricity on the forenoon of 16.04.2010.

Hon'ble Mr. H.L Bajaj, Technical Member has demitted office on the afternoon of 19.5.2010 on attaining the age of superannuation

Hon'ble Mr. M.B LAL has demitted office as Technical Member (P&NG) on the afternoon of 29.7.2010

Hon'ble Mr. M.B.LAL has assumed office for the second time as Technical Member (P&NG) on the forenoon of 18.08.2010.

Hon'ble Mr. V.J.Talwar has assumed office as Technical Member of the Appellant Tribunal for Electricity on the forenoon of 3.12.2010

Hon'ble Mr. Justice M .Karpaga.Vinayagam has demitted office on the afternoon of 13.11.2011 on completion of his tenure as chairperson.

Hon'ble Mr. Justice M .Karpaga.Vinayagam has assumed office as chairperson for the second term on the forenoon of 01.12.2011

Hon'ble Mr. M.B.Lal has demitted office as Technical Member (P & NG) on the afternoon of 11.03.2012 on attaining the age of superannuation.

Hon'ble Mr. Nayan Mani Borah has assumed office as Technical Member (P & NG) on the forenoon of 16.07.2012

Hon'ble Mr. Justice Partha Sakha Datta has demitted office as Judicial Member on the afternoon of 02.01.2013 on attaining the age of superannuation.

Hon'ble Mr. Rakesh Nath has demitted office as Technical Member on the afternoon of 02.03.2013 on the completion of his first term.

Hon'ble Mr. Rakesh Nath has assumed office as Technical Member of the Appellant Tribunal for Electricity on the forenoon of 05.04.2013 for second term.

Hon'ble Mr. Justice Surendra Kumar has assumed office as Judicial Member of the Appellant Tribunal for Electricity on the forenoon of 07.08.2013.

Hon'ble Mr. V.J.Talwar has demitted the office of Technical member of this Tribunal on the afternoon of 02.12.2013, on the completion of his tenure.

As on 31.03.2013, 4460 appeals/petitions, etc. were filed ,out of which 3875 appeals/petitions, etc. have been disposed of.

The Tribunal is presently located at 7th floor, Core – 4, SCOPE Complex, Lodhi Road, New Delhi - 110 003. The Registry of the Tribunal remains open on all working days. The time for filing of cases is between 10.30 A.M and 3.00 P.M.
