Mr. Jagmohan Gupta

A law graduate from Delhi University, Mr. Gupta belongs to the 1987 batch of the IRAS. He has worked in various positions on the Indian Railways as head of finance and accounts wing in Divisions, Zonal Headquarters, Construction Units, Rolling Stock Workshop and Traffic Costing Unit of the Railway Board. The last position he held was as Director Finance (Budget) in the Ministry of Railways from January 1995 to July, 2001. Responsible for preparation and presentation of Railway Budget to the parliament, the position provided a unique and invaluable experience of the budgetary processes.

Before joining the APTEL on 24th February, 2006, he worked as Director (Training) in the Department of Personnel & Training, Government of India. In that capacity, he was responsible for the administration of the Lal Bahadur Shastri National Academy of Administration, Mussoorie, which is the national training academy for the higher Indian civil services. He was also on the Governing Body of the National Institute of Administrative Research, Mussoorie.

He formulated the scheme of “Domestic Funding of Foreign Training” to expand opportunities of higher studies for enhancing professionalism of the civil servants. This involved interaction with several foreign universities/institutes for deputing civil servants for public policy programs, such as Harvard, Duke, Syracuse, ISS in Netherlands, Birmingham & Sussex in UK, ANU and Melbourne Universities in Australia, ICPE in Slovenia, ENA in France, NUS in Singapore, AIM in Philippines etc. He was also associated with the setting up of Centre for Public Policy at Indian Institute of Management, Bangalore for conducting long duration program in Public Policy & Management (PGPPPM). Similar programs were also launched in TERI University, Delhi; Management Development Institute, Gurgaon; Indian Institute of Management, Ahmedabad (IIMA).

Mr. Gupta was also on the Board of Kendriya Bhandar (a welfare organization of Govt. of India with 115 retail outlets) and also member of its Executive Committee.

He is an alumnus of the Maxwell School of Citizenship and Public Affairs, Syracuse University, USA.

A computer savvy person, he has actively been associated with several IT related projects such as


1. E-network of State and National Training Institutions enabling sharing of resources with the support of the UNDP. The project has taken shape and would be launched soon by the Department of Personnel and Training.

2. Development of Traffic Costing System for the Indian Railways with the support of M/s Price Waterhouse.

3. UNDP-assisted development of computer-based Management Information System (MIS) for the Indian Railways.

4.Creation of a website of the Appellate Tribunal for Electricity and working on e-filing and video conferencing facility between State Electricity Regulatory Commissions and APTEL.

He has twice been conferred the highest award of the Ministry of Railways.

He was a member of the Group from LBSNAA, Ministry of Home Affairs and States deputed by Government of India to the United States to study the Incident Command System and visited several disaster sites in September, 2004.


He was also a member of Prime Minister's delegation in October, 2000 for inviting US investments in Indian Railways. Visited Sweden, Germany, UK, France, USA, to study their Railway systems in 1995 and 1998 for building computer-based MIS for the Indian Railways.
