×Madhulika Choudhary (born on 18th July, 1978) is a Judicial Officer of Uttar Pradesh Higher Judicial Services (UPHJS) cadre, 2014 Batch. She completed her schooling from Mussoorie Modern School at Mussoorie. She attended DAV PG College, Dehradun and is an alumni of H.N.B. Garhwal University, Srinagar, from where she completed her B.Sc. in the year 1999, M.Sc. (Chemistry) in the year 2001 and LLB in the year 2004. After completing her law, she enrolled with Bar Council of Uttarakhand, Nainital and started actively practicing law at District Courts, Dehradun. During her practice, she handled all types of cases, i.e, Criminal, Civil, Service Matters, etc., however, she specialized in Criminal cases, where she excelled and made her name. While practicing law she also completed her Masters in Law (LLM) from H.N.B. Garhwal University in the year 2010. In the year 2014, she competed in UP Higher Judicial Services Examination and cleared the same in the very first attempt. She joined UPHJS on 3rd July, 2015. As a Judicial Officer of UPHJS, she served at the District Judgeships of Budaun, Kanpur Nagar and Rampur in the capacity of Additional District & Sessions Judge. Besides the regular ADJ Courts, she has also presided over various Special Courts dealing with Electricity Act, U.P. Gangster and Anti-social Activities (Prevention) Act, Protection of Children from Sexual Offences Act (POCSO), Narcotic Drugs and Psychotropic Substances Act (NDPS). In addition to the regular Judicial work, she was also an Officer Incharge Litigation, Chairperson Internal Committee on Prevention of Sexual Harassment of women at Workplace and Drawing & Disbursing Officer. She has attended various refresher courses and Programmes in Training & Management at Judicial Training and Research Institute, Lucknow, IIPA New Delhi & LNJN National Institute of Forensic Sciences, Delhi. She joined as Registrar, Appellate Tribunal for Electricity, w.e.f., 27th April, 2021 on deputation. Madhulika is a very keen and avid reader and a very active sports enthusiast.

×Dr. Ashu Sanjeev TInjan was born on 14th September, 1972 at Ambala. She did LL.B in the year 1995 from Maharishi Dayanand University, Rohtak. In addition to this, during service, she did LL.M from Kurukshetra University, Kurukshetra in the year 2006 and Ph.D (in Laws) from Maharishi Dayanand University, Rohtak in the year 2011. She was enrolled as an Advocate with Bar Council of Punjab & Haryana and started practicing law at District Courts Ambala. During her practice, she dealt with the cases relating to criminal and civil nature. She joined Haryana Judicial Services on 22nd May, 2000 at Gurgaon. She was promoted as Addl. District & Sessions Judge in the year 2014 at Sonepat. During her service as Judicial Officer, she has attended various refresher courses, seminars and training programmes at Chandigarh Judicial Academy at Chandigarh and National Judicial Academy at Bhopal. Joined the post of Registrar in Appellate Tribunal for Electricity on 15th January, 2016 on deputation.

×Joined UP Higher Judicial Service in December 2008 and was first time posted in the capacity of Addl. District and Sessions Judge, Agra. Prior to the joining of Higher Judicial Service, was practicing as an advocate in Delhi and particularly CAT, Hon’ble High Court and Supreme Court. Apart from being a private Counsel, Mr. Singh was a Govt. Counsel for Govt. of NCT of Delhi and Delhi Police and also served as an Additional Standing Counsel for Union of India and was a panel advocate for Container Corporation of India, Punjab National Bank and Municipal Counsel for New Delhi Municipal Council (NDMC). In addition to the above, he has been a Consultant (Law) National Human Rights Commission New Delhi. Academically, passed B.Sc Hons, (Physics), M.Sc (Physics), M.A (Educational Planning and Administration), LLB, Post Graduate diploma in Human Resource Management (PGDHRM) and finally M.Phil (International relations) from Jawaharlal Nehru University, New Delhi. After completing a stint of three years as an additional District and Sessions Judge, Agra joined the post of Registrar in Appellate Tribunal for Electricity on 9th January 2012.

×A law graduate from Delhi University, Mr. Gupta belongs to the 1987 batch of the IRAS. He has worked in various positions on the Indian Railways as head of finance and accounts wing in Divisions, Zonal Headquarters, Construction Units, Rolling Stock Workshop and Traffic Costing Unit of the Railway Board. The last position he held was as Director Finance (Budget) in the Ministry of Railways from January 1995 to July, 2001. Responsible for preparation and presentation of Railway Budget to the parliament, the position provided a unique and invaluable experience of the budgetary processes.
Before joining the APTEL on 24th February, 2006, he worked as Director (Training) in the Department of Personnel & Training, Government of India. In that capacity, he was responsible for the administration of the Lal Bahadur Shastri National Academy of Administration, Mussoorie, which is the national training academy for the higher Indian civil services. He was also on the Governing Body of the National Institute of Administrative Research, Mussoorie.
He formulated the scheme of “Domestic Funding of Foreign Training” to expand opportunities of higher studies for enhancing professionalism of the civil servants. This involved interaction with several foreign universities/institutes for deputing civil servants for public policy programs, such as Harvard, Duke, Syracuse, ISS in Netherlands, Birmingham & Sussex in UK, ANU and Melbourne Universities in Australia, ICPE in Slovenia, ENA in France, NUS in Singapore, AIM in Philippines etc. He was also associated with the setting up of Centre for Public Policy at Indian Institute of Management, Bangalore for conducting long duration program in Public Policy & Management (PGPPPM). Similar programs were also launched in TERI University, Delhi; Management Development Institute, Gurgaon; Indian Institute of Management, Ahmedabad (IIMA).
Mr. Gupta was also on the Board of Kendriya Bhandar (a welfare organization of Govt. of India with 115 retail outlets) and also member of its Executive Committee.
He is an alumnus of the Maxwell School of Citizenship and Public Affairs, Syracuse University, USA.
A computer savvy person, he has actively been associated with several IT related projects such as
1. E-network of State and National Training Institutions enabling sharing of resources with the support of the UNDP. The project has taken shape and would be launched soon by the Department of Personnel and Training.
2. Development of Traffic Costing System for the Indian Railways with the support of M/s Price Waterhouse.
3. UNDP-assisted development of computer-based Management Information System (MIS) for the Indian Railways.
4.Creation of a website of the Appellate Tribunal for Electricity and working on e-filing and video conferencing facility between State Electricity Regulatory Commissions and APTEL.
He has twice been conferred the highest award of the Ministry of Railways.
He was a member of the Group from LBSNAA, Ministry of Home Affairs and States deputed by Government of India to the United States to study the Incident Command System and visited several disaster sites in September, 2004.
He was also a member of Prime Minister's delegation in October, 2000 for inviting US investments in Indian Railways. Visited Sweden, Germany, UK, France, USA, to study their Railway systems in 1995 and 1998 for building computer-based MIS for the Indian Railways.
